The operator of the Electronic Payment System in Romania is TRANSFOND - Fund Transfer and Settlement Company, a private company founded by the Romanian banking community, with the National Bank of Romania and 23 commercial banks as shareholders. TRANSFOND's main field of activity is the provision of clearing and settlement services for non-cash payments in national currency, for credit institutions, the National Bank of Romania, the State Treasury and other financial institutions.

The main attributions of TRANSFOND are:

• administration and operation of the SENT system (automatic clearing house);
• technical administration and operation of the ReGIS system (real-time gross settlement system), according to the mandate granted by the National Bank of Romania;
• the technical operation of the SaFIR system (the storage and settlement system for operations with state securities);
• providing support services for participants in the three systems.
